The programme was started by inaugurating “ Winsur Gustin Seminar Hall by the Hon’ble Vice-Chancellor, Prof. Tapodhir Bhattacharjee which was followed by invitation of the Chief Guests and Guest of Honour and other dignitaries on dais with felicitation of the dignitaries.&lt;br /&gt;The candle was lighted by Prof. Tapodhir Bhattacharjee , Hon’ble Vice-Chancellor , Pro-Vice-Chancellor (STM) and Pro-Vice-Chancellor (HAD) and other dignitaries on the dais and floral tributes was given to the great visionary Dr. S. R. Ranganathan on his 119th Birth Anniversary by the Vice-Chancellor , other dignitaries , faculty members , library and information professionals, library staff, and students of the department.&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;div align="justify"&gt;Then programme was moved further by presenting welcome song performed by the students of the department. The welcome address was given by Dr. Manoj Kumar Sinha, Head of the Department and the Programme Coordinator. In his address Dr. Sinha has apprised the guests and the participants regarding the celebration of 3rd Librarians ‘ Day and 2nd Induction Programme for the Freshers’ and highlighted the importance of the day in brief.&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;div align="justify"&gt;He said that as we know that the Librarians’ Day is a very auspicious day for us and on this day we want to introduce our students to the University System formally. He informed that the celebration of Librarians’ Day is being organized at National level in different parts of the country as Govt. of India has declared the day 12th August as National Librarians Day in honour of the National Professor and Padamshri awardees Dr. S.R. Ranganthan. On this special occasion he called upon all the Library professionals and students to work hard to fulfill the aspirations and remand of the library users in changing scenario. At the end he summed up his welcome address by extending his best wishes to all the library and information professionals on this occasion.&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;div align="justify"&gt;Prof. G.D. Sharma, PVC (STM) and the Guest of Honour offered sincere tribute to the legendary Dr. Ranganthan on his birthday and highlighted his contributions in the area of classification and cataloguing. On this occasion he extended his best wishes to all the library and information professionals working in the Rabindra Library and welcomed all the students on the occasion of Induction Programme and apprised them regarding the latest rapid infrastructural development of the Assam University.&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;div align="justify"&gt;Then Professor Goutam Biswas , PVC (HAD) and Guest of Honour in his address extended his best wishes to all the library and information professionals on this occasion and paid tribute to the Father of Library Science Dr. S.R. Ranganathan and called upon the professionals to work on his ideals and guidelines suggested for extending effective library and information services to the library users.&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;div align="justify"&gt;Sri Debabrata Deb , Registrar, Assam University Silchar extended his best wishes to all the library staff, faculty members and students of the department and congratulated the department for beautifully organizing the events by clubbing 2nd Induction Programme for the freshers. Especially on the Induction Programme for Freshers’ he highlighted in brief about the infrastructural development of the campus, students amenity facilities, central facilities being offered to the students, and wish them for happy stay in the campus and achieving their objectives for becoming a good citizen and do better in their life ahead.&lt;br /&gt;Sri Dibakar Kanunjaja, Former Finance Officer and presently Financial Advisor to the V.C. expressed his best wishes to all the professionals, faculty members, staff and students on this occasion. He said that Induction Programme is more important for the freshers to get acquainted with their seniors, officers and staff of the university and get an opportunity to introduce themselves to seniors and others. He wishes happy Librarians Day to all the professionals’ students and faculty members.&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;div align="justify"&gt;The Key Note Address was given by Dr. Madan Singh Rana, Librarian, Rabindra Library, Assam University, Silchar. He emphasized the contribution of Dr. S.R. Ranganathan for the Library science and highlighted the importance of the day in the changing environment. He extended his best wishes to all the students, faculty members, library staff. Dr. Kishor Satpathy, Librarian, NIT, Silchar started his address by reciting the mantra being offered to GURU. He told that all the library and information professionals should be indebted to him for working in the different position due to his efforts. In his address highlighted mainly about the relevance of Five Fundamental Laws of Library Science in the modern context and he concluded by extending best wishes to all the students on the occasion of Induction Programme and Librarians Day. Dr. (Mrs) Sumana Chakraborty Sarmah, Deputy Librarian, Assam University, Silchar extended her best wishes on the eve of Librarians Day to all the Library professionals, library staff members, faculty members and students. She welcomed all the students to Rabindra Library and asked them to visit regularly for keeping them up to date.&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;div align="justify"&gt;Prof. S.B. Paul, Chairman, Students Amenities Facilities in his address extended his best wishes to all the library and information professionals, students of the departments on this occasion. He mentioned about various students central facilities and amenities facilities available in the campus and informed them to contact him in case of any problem. He welcomed all the newly admitted students in this campus and expressed his view regarding the importance of the Induction Programme for Freshers.&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;div align="justify"&gt;Prof. G.P. Pandey , Dean , Abindra NAth Thakur School of Virtual and Communication Studies, AUS highlighted the relevance of Five Fundamental Laws of Library Science and extended his best wishes to all the professionals. Prof. Gopalji Mishra, Dean, School of Social Sciences expressed his best wishes to all the students, faculty members, library staff on the occasion of Librarians Day. In context to 2nd Induction Programme, he elaborated the developmental journey of the university and highlighted the role of the present Hon’ble Vice-Chancellor , Prof. Tapodhir Bhattacharjee for his tireless efforts and contributions for early completion of these new buildings and newly established departments. From students side, Ms Monita Choudhury presented brief biography of Dr. S.R. Ranganathan and Sri Prashar Deb have expressed their views on this occasion.&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;div align="justify"&gt;Before delivering Inaugural and Presidential address, the Hon’ble Vice-Chancellor Prof. Tapodhir Bhattacharjee was requested to release the book entitled “ I.T. Application in Colleges Libraries of Assam “ written by Dr. Mukut Sarmah, Asst. Professor, Department of Library and Information Science. He congratulated Dr. Samah for his good effort and asked him to produce more such books.&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;div align="justify"&gt;In his presidential address the Hon’ble Vice-Chancellor, Prof. Tapodhir Bhattacharjee extends his best wishes to all the faculty members, students, library staff and other library and professionals on this occasion. In context to the 2nd Induction Programme of Freshers’ he welcomed all the students in the campus and congratulated them for opting such a job oriented and professional course like Library and Information Science. He congratulated the Head of the Department and his team for conducting these two programmes in befitting manner.&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;div align="justify"&gt;The formal Vote of Thanks was offered by Dr. Mukut Sarmah, Assistant Professor, Department of Library and Information Science, Assam University, Silchar. On behalf of the Department and on his personal behalf he extended sincere thanks to all the dignitaries and invitees for attending the 3rd Librarians Day and 2nd Induction Programme for making it a grand success. The National Seminar on Collection Development (NSCD-2011) was inaugurated by Prof. Tapodhir Bhattacharjee, Hon’ble Vice-Chancellor, Assam University, Silchar at 10.30 A.M. He has also presided over the Inaugural Programme and grace the function as the Chief Guest of the programme. The Inaugural Programme was started with inviting the dignitaries on the dais and Lighting of the Candle by the Hon’ble Vice-Chancellor , Prof-Vice Chancellor (STM) and Pro-Vice Chancellor (HAD) , Prof. Narendra Lahkar , Sri Iqbal Ahmad from the Central Reference Library and Dr. Manoj Kumar Sinha which was followed by the Inaugural Song by the students of Department of Bengali and Library and Information Science. The Souvenir –Cum--Abstract was released by the Chief Guest Prof. Tapodhir Bhattacharjee and handed over one copy to each of the dignitaries on the dais. He congratulated Dr. Sinha and other members of the Editorial Committees to bring out the publication nicely. While welcoming the Chief Guest Prof. Tapodhir Bhattacharjee, Hon’ble Vice-Chancellor, AUS and other dignitaries off and on the dais, Dr. Manoj Kumar Sinha, Organising Secretary, National Seminar on Collection Development (NSCD-2011) informed about the genesis of the seminar and highlighted the background and theme of the seminar. He has briefly described the need of developing the policies and guidelines for collection development of printed as well as electronic resources in digital era with special reference to North East India. Dr. Sinha told that this is a historic moment for the students and faculty members of the Department of Library and Information Science to organise such a National Seminar in the new department which is one and half year old. Prof. G.D. Sharma, Hon’ble Pro-Vice Chancellor (STM) has highlighted about the various aspects of printed and electronic resources and requested all the participants to evolve the strategies for developing the printed as well as electronic resources in the academic, public and special libraries of North East India. He pointed out to consider the requirement of the students and faculty members while procuring the resources on the basis of urgent need. He congratulated Dr. Manoj Kumar Sinha and other members of the Organising Committee to organise such a event successfully. Prof. Goutam Biswas , Prof-Vice-Chancellor (HAD) has congratulated Dr. Manoj Kumar Sinha , Organising Secretary and his team for organising the National Seminar beautifully and in befitting manner in very short possible time. He recited few lines from the Gurdev Rabindra Nath Tagore literature which he wrote on the importance of Library in the society. Sri Iqbal Ahnad , Asst Editor, Central Reference Library, Kolkata has highlighted the brief account of the activities and functioning of the Central Reference Library . He informed about the contributions made by the CRL for holding Seminar, Workshops and Training Programme in North Eastern Region of India which is mainly sponsored by the Ministry of Culture, Govt. of India. He highlighted about one of the most important publications of CRL, Indian National Bibliography (INB) which is now publishing titles of all Indian Languages in transliteration form in Roman Script. He has handed over the first issues of INB in its new format to the Hon’ble Vice-Chancellor, AUS. The Key Note Address on Collection Development: Issues and Challenges were given by Prof. Narendra Lahkar, Department of Library and Information Science, Gauhati University, Guwahati. In his key note address he has broadly covered all important aspect of Collection Development of Printed and Electronic Resources with special reference to North Eastern Region. He also emphasised upon the need of preservation of manuscripts and other rare documents which are available in private collection. Then the Presidential Address was delivered by Prof. Tapodhir Bhattacharjee, Hon’ble Vice-Chancellor, Assam University, Silchar. In his inaugural address he emphasised on the role of academic library and librarian in collection development. He congratulated Dr. Manoj Kumar Sinha , Organising Secretary, NSCD-2011 and his team for beautifully organising National Seminar in within one and half year of the inception of the department. He also said that it is historic event for the Department of Library and Information Science and it is matter of pride that many stalwarts in Library and Information Science profession are attending the seminar to make it a grand success. He expressed his satisfaction over the preparations of the seminar. As a Chairman of the Organising Committee he also welcomed all the participants, dignitaries’ and invitees for attending the seminar and making this event a grand success. At the enc of the Inaugural Programme, customary Vote of Thanks was offered by Dr. Mukut Sarmah, Assistant Professor, DLIS &amp;amp; Assistant Organising Secretary. The Vote of Thanks was followed by High Tea. Report of the Technical Sessions and Panel Discussion The seminar was conducted in four Technical Sessions which was followed by Panel Discussion. 1st Technical Session was Chaired by Dr. P.K. Jayaswal, Former Librarian, Assam University, Silchar. Sub-Theme Paper was presented by Dr. Madan Singh Rana, Librarian, Assam University, Silchar which was followed by six contributory papers. The 2nd Technical Session was chaired by Prof. N. Laxman Rao, Emeritus Professor, DLISc, Osmania University, Hyderabad. The Sub-Theme Paper was presented by Dr. S.N. Singh, Associate Professor, DLISc, Mizoram University, Aizwal which was followed by five contributory papers. The 3rd Technical Session was Chaired by Prof. Narendra Lahkar , DLISc, Gauhati University, Guwahati . The Theme Paper was presented by Dr. Kishor Chandra Satpathy which was followed by presentation of seven Contributory Papers. The 4th Technical Session was chaired by Prof. P. Rath, Prof. &amp;amp; HOD, DLISc, Mizoram University, Aizwal and the Sub-Theme Paper was presented by Prof. N. Laxman Rao from Osmania University, Hyderabad. In this session about nine papers were presented. Out of 52 papers accepted for presentations and publication in the seminar volume altogether 30 papers including Sub-Theme papers were presented in the seminar . The Souvenir –Cum-Abstract Volume was published on the occasion of National Seminar on Collection Development (NSCD-2011). After Technical Session the Panel Discussion was held at 2.30 P.M. to 3.30 P.M The Panel Discussion was Coordinated by Dr. Manoj Kumar Sinha, Organising Secretary, NSCD-2011. Eminent speakers like Prof. N. Laxman Rao, Prof. Nrendra Lahkar, Dr. P.K. Jayaswal , Dr. Madan Singh Rana Dr. Kishor Satpathy and Prof. P. Rath have participated in the Panel discussion and kept their views. Some valuable recommendations were also suggested by them. The Inaugural Function was anchored by Ms Charu Joshi, Research Scholar, Department of Mass Communication, AUS. The remaining programme was well coordinated and anchored by Dr. Manoj Kumar Sinha, Reader &amp;amp; Head of the Department and Organising Secretary, National Seminar on Collection Development (NSCD-2011). The entire media coverage was coordinated by Dr. Raghvendra Mishra , Assistant Professor, Department of Mass Communication and his team. Sri Pranab Bhattacharjee, Sri Arindam Sarkar , Sri Kutub Uddin , Ms Payal Das and students of Mass Communication and Department of Library and Information Science contributed a lot for the successful organisation of the seminar. Valedictory Programme (Venue: Department of Library and Information Science, AUS, Date 11/02/2011 at 4.30 P.M.) At the end of the programme Valedictory Function was held on 11/02/2011 which was chaired by Prof. N. Laxman Rao of Osmania University, Hyderabad who was the Chief Guest of the Programme and presided over the programme also. Dr. P. K. Jayaswal, Former Librarian , AUS ; Sri Debabrata Deb , Registrar, AUS; Prof. Sajal Nag Dean Swami Vivekananda School of Library Science , AUS and Sri Dibakar Kanunjna were Guests of Honour . Dr. Manoj Kumar Sinha, Organising Secretary of the Seminar welcomed all the members on the dais and all the dignitaries were felicitated by the students of the department of Library and Information Science with flower bouquets. While welcoming the guests, Dr. Sinha requested Dr. Madan Singh Rana, Librarian, Assam University, Silchar and Rapporteur General, NSCD-2011 to present Comprehensive Report of the Seminar and Recommendations formulated out of the deliberation of the seminar. After report presentation the dignitaries on the dais were requested to say few words on this occasion. The Guest of Honour Sri Debabrata Deb , Registrar, Assam University, Silchar; Sri Dibakar Kanunjna , Finance Officer , AUS; Dr. P.K. Jayaswal , Former Librarian, Assam University, Silchar; Prof. Prabhakar Rath, Mizoram University, Aizwal ; Sri Kishor Chandra Satpathy, Librarian , NIT, Silchar; and the Chief Guest , Prof N. Laxman Rao , Osmania University, Hyderabad kept their view one after another . They congratulated Dr. Manoj Kumar Sinha, Organising Secretary, NSCD-2011 and his team for organising the seminar in befitting manner. Dr. R.K. Jotten Singh , Information Scientist has given feedback on behalf of the participants. At the end of the programme, formal Vote of Thanks was offered by Dr. (Mrs.) Sumana C. Sarmah, Deputy Librarian, Assam University, Library. From the responses received from the participants, their attendance and academic discourse, the National Seminar on Collection Development seems to be a grand success. Recommendations of National Seminar on Collection Development (NSCD-2011) Dr. Madan Singh Rana , Librarian, AUS &amp;amp; Rapportuer General of the National Seminar on Collection Development (NSCD-2011) presented the brief report of the seminar and also highlighted important recommendations. He told that presently all the libraries and information centres are extending library and information services to different generations of users to fulfil the varied information needs of the library users. Therefore to serve the library users in better ways, the followings important Suggestions and Recommendations are being made on the basis of the deliberations of the seminar in last two days for onward transmission to the Funding Agency, the Ministry of Culture, Govt. of India through Central Reference Library, Kolkata for further necessary action for its implementations: Ø Appropriate Policy for Collection Development of both printed and Electronic Resources (E-Resources) needs to be drafted in view of the changing formats of the learning objects and resources; Ø A suitable Weeding Out Policy for old collections should be drafted for the Libraries and Information Centres of North Eastern Region to cope up the space problems in the libraries ; Ø While developing collection of printed reading materials for new departments , the titles are duplicated which needs to be reduced and available grants may be diverted for the procurement of other new relevant publications; Ø As a part of Collection Development, the Web Resources including Open Access and Free e-resources should be fully exploited for integrating the these resources to the University/ Institutional Web Sites / Web Portal of Library; Ø An extensive survey for the Status of Rural as well as Urban Public Libraries has to be initiated by the Department of Library and Information Science to obtain baseline data for suggesting appropriate methods for uplifting the deplorable condition of public libraries in the N E States; Ø Implementation of Library Legislation in the remaining states of N E Region and other parts of the country should be taken into consideration in view of the changing ICT/Digital Environment; Ø The Library should use ICT extensively to build the appropriate collection including different modes for providing efficient and effective information services to the end users; Ø Resource Sharing should be made priority to enable to satisfy the Second and Third Law of Library Science. The universities / institutions are required to provide necessary permission and infrastructure to be a partner for resource sharing in the North Eastern Region; Ø A policy Document has to be developed to enlist the local indigenous information resources and Action Plan has to be made to identify and made available for access the ethnically local information resources ; Ø A network of Library and Information centres for North Eastern Region (NELIBNET) or Regional Knowledge Network for N E Region (RKNNER) needs to be designed and developed to make this network workable and adequate funding may be sought from the Ministry of Culture, Govt. of India for this project to connect all academic, public and special libraries and information centres of this region; Ø Immediate attention may be given for computerisation of academic, public and special libraries and information centres of this region. Although comprehensive efforts have been taken by INFLIBNET Centre to initiate computerisation , automation and networking of college and university libraries of this region which needs further assistance for strengthening the computer based library and information services provided in school. Public, special libraries in the changing scenario of digital era; Ø To bridge the gap of digital divide from academic to public , rural to urban population for extending equal opportunity to all for having desired information to various communities of the society at large, the Digitisation process needs to be initiated to capture all indigenous knowledge available in the different communities of North Eastern Region ; Ø For accessing to E-Resources/ Web Resources Bandwidth should be increased and appropriate ICT infrastructure should be developed in the school, college, university, technical institutions, polytechnic institutions, public libraries should be developed to meet the changing needs of users demand for making citizenry conscious towards education for all and making them 100 % literate to take India as Knowledge Superpower by 2020. Ø Databases of Resources in local languages should be developed to meet the information needs of the indigenous population of different traditions and culture available in North Eastern States; Ø Manpower Training is essential to handle the modern computer based library and information services, therefore the regular User Awareness Programme/ Training for access to e-resources should be organised by CRL/ National Library/ INFLIBNET Centre and other professional bodies like IASLIC, ILA etc in collaboration with the university and institutional libraries. With some suggestions all the recommendations were approved and accepted by the house for onward submission to the Funding Agency (Ministry of Culture, Govt. of India). The Induction Programme has been inaugurated by Prof. Tapodhir Bhattacharjee, Hon’ble Vice-Chancellor, Assam University, Silchar  &amp;amp; Chief Guest of the Programme by lighting the candles. The Chief Guest and other dignitaries on the dais have been felicitated by the  students by offering the flower bouquet.&lt;br /&gt;&lt;br /&gt;The Welcome Address was given by Dr. Manoj Kumar Sinha, Reader and Head of the Department. On behalf of the Department of Library and Information Science, Assam University, Silchar ,  Dr. Sinha welcomed Chief Guest Prof. Tapodhir Bhattacharjee , Hon’ble Vice-Chancellor, Assam University, Silchar , Prof. Goutam Biswas, Pro-Vice-Chancellor (HAD) &amp;amp; Librarian (I/C) Prof. G.P. He said that all credits should go to the Hon’ble Vice-Chancellor. He calls upon the faculty members, staff and fresher’s of this department to put all effort to make this a one of the best department and come forward to take the challenges for making the dream of the Hon’ble Vice-Chancellor come true. He extended best wishes to all the students on this occasion.&lt;br /&gt;&lt;br /&gt;Prof. Goutam Biswas, Pro-Vice-Chancellor (HAD) in his address extended best wishes to the newly admitted students and ask them that they are the pioneer batch of students of its debut department and they have to take the lead to make this department and the university proud as this is the professional course and there is a great demand in job market. &lt;br /&gt;&lt;br /&gt;Prof. G.P. Pandey, Dean, School of Information Science, Assam University, Silchar in his address called upon the fresher’s to work hard to make this department number one department and extended best wishes to them. He has congratulated the students for choosing this course which has great scope in job market.&lt;br /&gt;&lt;br /&gt;Mrs. Sumana Chakravorty, Deputy Librarian, in her message said that the Central Library is the laboratory for the Department and both should work together as a strong bond for making this department successful. She expressed her best wishes to all the students, staff and faculty members on this occasion.&lt;br /&gt;&lt;br /&gt;Dr. Mukut Sarmah , Assistant Professor, DLISc, in his address expressed sincere thanks to the Hon’ble Vice- Chancellor for bringing out this department and called upon the students to stand for a while to honour his great contribution for establishing the new department of Library and Information Science in Assam University, Silchar.&lt;br /&gt;&lt;br /&gt;Prof. Tapodhir Bhattacharjee in his inaugural and presidential address expressed his satisfaction on the enrolment of the students in the department and for the commencement of classes in time. He presented a brief account of the genesis of the department and developmental aspects of the university to the new students.  He congratulated the students being the pioneer and founder batch of the department and called upon the students to take all the efforts for taking this department at a prestigious height and make us proud. Then the Candles were lighted by the Chief Guest and other dignitaries available in the function. The Chief Guests and Other dignitaries were felicitated by offering of flower bouquet by the students and staff of the Department of Library and Information Science &amp;amp;  Central Library .&lt;br /&gt;&lt;br /&gt;The Chief Guest has presided over the remaining programme after lighting of candles and offering floral tribute to Dr. S .R. Ranganathan on  his 119th Birth Anniversary . The President of the programme has invited Prof. G.D. Sharma, (PVC- STM) to address the students and LIS professionals.&lt;br /&gt;&lt;br /&gt;In his address Prof. G.D. Sharma, Hon’ble PVC (STM) conveyed the “Message of Best Wishes to  HOD and Faculty members of the Department of Library and Information Science and Library Professionals working in the Central Library” sent by Prof. Tapodhir Bhattacharjee , Hon’ble Vice-Chancellor , Assam University, Silchar for successfully organising the event . Prof. Sharma then highlighted the importance of E-resources and asked the Library &amp;amp; Information Professionals to take the challenges of the various needs and information seeking behaviors of the library users in fast changing world of ICT and E-Resources. &lt;br /&gt;&lt;br /&gt;Prof. G.P. Pandey, Dean , School of Information Science in his message said that Dr. S.R. Ranganthan was a towering personality and has contributed a lot for the development of Library and Information Science in India and abroad. He also emphasized the importance of Five Laws of Library and Information Science in the ICT era.  He extended best wishes to all the participants on the eve of Librarians’ Day.&lt;br /&gt;&lt;br /&gt;Dr. Nirnajan Roy , Director, IQAC in his address said  that Dr. S.R. Ranganathan was a great visionary  and informed the house about the Padmashree Award conferred to him by the Govt. of India. He emphasized the need of using the resources for the class assignment, research and development activities. He extended best wishes to all the LIS professionals on this occasion.&lt;br /&gt;&lt;br /&gt; Prof. S. B. Paul , Department of Chemistry extended his best wishes to all the professionals . He congratulated Dr. Manoj Kumar Sinha, HOD ,  Faculty Members and Staff members of Department of Library and Information Science and LIS professionals and Staff from the Central Library  for organising such  academic and colourful event in very short period of time. He also informed the house that he would extend all cooperation and help for the Department of Library and Information Science, AUS.&lt;br /&gt;&lt;br /&gt;Dr. Manbendra Datta Choudhury, Proctor, Assam University, Silchar in his address highlighted the importance of e-resources and he said about the E-resources available under the DELCON Programme of the Department of Biotechnology, Government of India for their   extensive utilization. The facilities of this programme have been extended to S. S. College Hailakandi and other Colleges affiliated under Assam University, Silchar.&lt;br /&gt;&lt;br /&gt;Sri Divakar Kanunjanan, Finance Officer in his address extended best wishes to all the LIS professionals. He congratulated Dr. M. K. Sinha, HOD, DLISc and his team for organising beautiful event in very short period of time.&lt;br /&gt;&lt;br /&gt;The Welcome address was presented by Dr. Manoj Kumar Sinha, Head of the Department, Department of Library and Information Science, AUS. In his welcome address he has presented a brief account of the contribution of Dr. S.R. Ranganathan in the areas of Library and Information Science. While highlighting the contributions of Dr. S.R. Ranganathan , who is the architect of modern librarianship in India ,  he informed the house regarding his publications and contributions regarding drafting of Model Public Library Act which has been referred and consulted while framing the Public Library Act by the various State Governments from 1948 to 1990 for the enactment of Library Legislation in the respective states.  On this occasion he welcomed the Chief Guest and other dignitaries on the dais, all Dean, HODs, Officers, staff and students present in the programme. He call upon all the Library and Information Professionals to take the challenges  of  ICT, Digital and Web  Technologies and make themselves ICT empowered and efficient to extend effective and relevant  library services to the library users in the changing environment. &lt;br /&gt;&lt;br /&gt;Mrs. Suman Chakarborty, Deputy Librarian, Assam University, Silchar in her address told that there should be a strong bond between the Central Library and the Department of Library and Information Science to achieve best results.  On this occasion she extended best wishes to all the LIS professionals who have participated in the programme.&lt;br /&gt;&lt;br /&gt;On behalf of the students of the Department of Library and Information Science, Sri Prasher Deb   in his address told that effective library services should be provided to all the library users.&lt;br /&gt;&lt;br /&gt;Then the Inaugural Address was given by the Chief Guest, Prof. Goutam Biswas, Hon’ble P.V.C. (HAD). While addressing the LIS Professionals he has extended his best wishes to all the Library and Information Science Professionals on the eve of Librarians’ Day and congratulated Dr. Manoj Kumar Sinha , HOD and his team for successfully organizing the event in befitting manner.  He also recited the few paragraphs of a book written by Kavi Guru Rabindra Nath Tagore in which  Kavi Guru has written a chapter on the “ Importance of Library” . He said that the Librarians Day should be organised every year clubbing the programme with one or two days  Seminar, Symposia and Workshop by inviting all the professionals of  the regions and eminent subject experts for live interactions and sharing of knowledge amongst the professionals.&lt;br /&gt;&lt;br /&gt;At the end the programme, the Vote of Thanks was offered by Dr. Mukut Sarmah , Assistant Professor , DLISc , AUS . He called upon the Subject Experts (both external and internal) to prepare syllabus integrating both traditional and modern concepts for Master Degree in Library and Information Science to be offered by the Dept of Library Science, AUS. He also suggested to take into consideration of the ICT and its application. Further, he also suggested identifying the requirements / resources necessary for starting the Master degree program. The Hon’ble Vice Chancellor also suggested to make syllabus that suits to meet the needs of the dynamic environment. He also declared that this program will be offered from the academic year 2010-11.&lt;br /&gt;Prof. Goutam Biswas, Hon’ble PVC (H&amp;amp; AD), Assam University, Silchar suggested to prepare the syllabus with an emphasis on application of modern technology.&lt;br /&gt;Prof. G.D. Sharma, Hon’ble PVC (STM) also informed the experts to design the syllabus, which should enable the students to learn the skills and enable them to get suitable jobs after completion of course.&lt;br /&gt;Prof. G.P. Pandey, Dean, School of Information Science, Assam University, suggested to put components that enable the students to handle the tools and techniques in the modern libraries.&lt;br /&gt;Dr. P. Debnath, CoE, Assam University, Silchar explained the guidelines for framing syllabus. He suggested to have 20 papers each of 100 marks with a total of 2000 marks for the whole program i.e. four semesters. He also suggested dividing each paper into five units. Further, he also suggested to divide 100 marks into 25 for Internal Assessment and 75 marks for the University examination. He also pointed out that the syllabus should be designed in such a way that it should be easy to shift the same to the Choice Based Credit System with few open papers which may be offered for the students from other Departments.&lt;br /&gt;Dr. Manoj Kumar Sinha, Reader &amp;amp; Head, Department of Library Science, Assam University, Silchar delivered a power point presentation on Draft Syllabus for discussion and finalization of syllabus.&lt;br /&gt;Amongst the eternal members , four eminent subject experts viz., Prof. N. Laxman Rao, Emeritus Professor, UGC , Dept of Library &amp;amp; Information Science, Osmania University, Hyderabad; Prof. Narendra Lahkar, Department of Library &amp;amp; Information , Gauhati University, Guwahati; Prof. Pijuskanti Panigrahi, Head, Department of Library &amp;amp; Information Science , Calcutta University, Kolkata and Dr. Saptarishi Ghosh , Head, Department of Library &amp;amp; Information Science , North Bengal University, Darjeeling have been invited for framing the syllabus for MLIS Course.&lt;br /&gt;Amongst the internal faculty members/ officers , Prof. G.P. Pandey , Dean , School of Information Science, Department of Mass Communication, Assam University ; Dr. P. Debnath, Controller of Examinations, AUS ; Dr. Bibhash Dev, Deputy Registrar (Academic) , AUS ; Dr. Manoj Kumar Sinha, Reader &amp;amp; Head, Department of Library Science, Assam University, Silchar ; Dr. Mukut Sarmah, Assistant Professor, Department of Library Science, Md.
